Frozen veggies cannot be "reconstituted" as raw. You're supposed to throw them in the pot frozen and cook that way, and thaw only if you have to do so to use them in a recipe that will be cooked again, like a casserole.
You want raw broccoli in salad, you buy raw broccoli. BTW, broccoli is one of the few veggies that are more nutritious cooked than raw, so you may want to rethink the raw broccoli salad.

I defrost the brocolli in microwase cooking bags like a third of the time they recommend. then pour out the excess water. it ends up unfrozen but still has a crunch. I think raw brocolli is still crunshier, but this is not bad.

boil it and drain the water. it might not be as crunchy as fresh, but its not soggy like just letting it defrost and then sqeezing the juices.

using frozen broccli spears/florets, (not chopped broccli or cuts) I find it best when its boiled for like 5 minutes straight from bag with no defrosting time, and then drain water. I even added them that way as a topping for salad and it stayed crunchy and delicious.

Do you boil the water first and then add the broccoli, is the water covering the broccoli?
thanks!

no. dont need to boil water first. put in enough water to cover and bring to a boil and let it boil a couple of minutes
